Board Members (from 1 November 2016 to 31 October 2019)


 

Mr John E. Tulloch

Chairperson, Surveyor-General of Victoria
 
Mr Tulloch, a licensed surveyor, is the Surveyor-General of Victoria, and as such is the primary government authority on surveying and the cadastre.
 
The Surveyor-General fulfills a range of statutory roles and responsibilities dealing with land and property boundaries.
 
Mr Tulloch is also the Registrar of Geographic Names and a member of the following Commissions and Committees in Victoria: 

  • Victorian Electoral Boundaries Commission
  • Federal Redistribution Committee for Victoria
  • Intergovernmental Committee on Surveying and Mapping
  • RMIT University Geospatial Science Advisory Committee

He graduated as a Bachelor of Applied Science (Surveying) from RMIT University in 1973 and was licensed in 1976.

 

Mr Tulloch has more than 40 years' cadastral surveying service in both the public and private sectors and has been the Surveyor-General of Victoria since August 2003.

 

 

Mr David R Boyle

Licensed Surveyor Member

Department of Environment, Land, Water and Planning

 
Mr Boyle is the Deputy Surveyor-General of Victoria and oversees the state's cadastral and geodetic surveying programs as well as the business functions of the Office of Surveyor-General Victoria.
 
He has a Bachelor of Applied Science (Surveying) from RMIT University in 1975 and was licensed in 1977. He was also awarded a Bachelor of Business from Monash University in 1990 and a Graduate Certificate in Public Sector Administration from RMIT University in 2008.
 

Mr Boyle has 40 years of surveying experience with his time shared evenly between the public and private sectors.

 

Mr Boyle has served on the Surveyors Registration Board of Victoria since 5 May 2010.

 

 

Ms Rachael Musgrave-Evans

Licensed Surveyor Member

 
Ms Musgrave-Evans has been a licensed surveyor in Victoria since 1992 and was also a licensed surveyor in the Northern Territory.
 
She has a Bachelor of Applied Science in Surveying with Distinction (RMIT) and a Master of Social Science in Environment and Planning (RMIT).
 
Ms Musgrave-Evans has experience in urban and rural cadastral surveying in both the public and private sectors. She is the Managing Director of Musgrave-Evans and Gilbert Consulting Pty Ltd; a Land Surveying and Town Planning consultancy in Central Victoria. She is a member of the Institution of Surveyors Victoria, the Association of Consulting Surveyors Victoria and the Planning Institute of Australia.

 

Mr Peter Sullivan

Licensed Surveyor Member

   
Mr Sullivan is a licensed surveyor in Victoria.  He brings over 30 years' experience as a member of the surveying profession in Victoria.
 
Mr Sullivan was the Institution of Surveyors Victoria (ISV) president in 2004, and is a Fellow of that Institution.  He became licensed in 1981 after completing a Bachelor of Applied Science (Surveying) in 1979 at RMIT.  He was also licensed in NSW between 1990 and 1994.
 
Mr Sullivan has extensive experience in the land development industry in Victoria and has extensive knowledge of the subdivision of land and buildings, law relating to the creation and removal of easements and rights, adverse possession and amendment of titles.
 
Mr Sullivan is also a member of the Association of Consulting Surveyors Victoria and the Victorian Planning & Environmental Law Association, and is active in other company based development industry bodies.
 
Mr Sullivan now is responsible for, and leads the Victorian survey group of Cardno, a large multi-national environmental consultancy.

 

Dr Elizabeth Boros

Lawyer Member

 

Dr Elizabeth Boros has a commercial practice at the Victorian bar.  Before commencing at the bar in 2009, she held the Sir Keith Aickin Chair of Company Law at Monash University. 

Dr Boros is a member of the Admissions Committee of the Legal Services Council and chairs the Victorian Legal Admissions Academic Course Appraisal Committee. She is also a member of the Corporations Committee of the Law Council’s Business Law Section and of the executive of the Commercial Bar Association of Victoria.

 

Her former roles include terms as a director of ASX Supervisory Review Pty Ltd, as an External Expert to the Law Department at the London School of Economics, and as a member of the Corporations and Markets Advisory Committee and its Legal Committee, the executive of the Law Council’s Business Law Section and of the Council of Legal Education.

  
 

Dr Donald Grant

Academic Member

 

Dr Grant is a licensed surveyor (non-practising) in Victoria and Associate Professor in Geospatial Science at RMIT University.  He is program leader for the surveying and geospatial undergraduate degree programs at RMIT and teaches cadastral studies, surveying and geodesy.  He is a member of the New Zealand Institute of Surveyors, the Institution of Surveyors Victoria and the Surveying and Spatial Sciences Institute. 

He holds a BSc (Hons) in Physics from Canterbury University, a Diploma in Surveying from Otago University and a PhD in Surveying from the University of New South Wales.  He registered as a surveyor in New Zealand in 1979 and remained as a New Zealand Licensed Cadastral Surveyor until moving to Victoria in 2014. 

Dr Grant was appointed Deputy Surveyor-General of New Zealand in 1996 and Surveyor-General in 2004.  He held the position of Surveyor-General through to 2014.  As Surveyor-General he was also an ex-officio member of the New Zealand Cadastral Surveyors Licensing Board and Chair of the New Zealand Geographic Board. 

He was elected a Fellow of the New Zealand Institute of Surveyors in 2007 and was Chair of the Australasian Intergovernmental Committee on Surveying and Mapping from 2010 to 2012. 

 

 

Ms Jennifer de Vos

Property Owner/Developer Member

 

Ms Jennifer de Vos is an experienced senior executive in the Australian Retail Property Industry with thirty years’ experience across a broad range of asset classes, from green field sites to neighbourhood centres and regional multi complexes. 

Ms de Vos has substantial experience as a non-executive director in the not-for-profit, private and government sectors.  She is a current member of the Australian Institute of Company Directors.

Ms de Vos graduated as a Master of Property from RMIT University in 2003 and a Bachelor of Business (Deakin University) in 1993.

 

Ms Rikki Andrews

Community Member

 

Ms Andrews is a philanthropic advisor with over 12 years’ experience working with trustee companies, private and public foundations and tertiary education institutions. She is currently employed as Philanthropy Strategist at Deakin University and is the Foundation Advisor to a private family foundation.

Ms Andrews is also an experienced non-executive director of for-purpose boards including:

  • Trustee, Inner North Community Foundation
  • Founding Committee Member, Impact100Melbourne, Lord Mayor's Charitable Foundation
  • Past Trustee, Trust for Nature 

Ms Andrews holds a Bachelor of Science from the University of Adelaide, a Graduate Certificate in Environmental Management from the University of Queensland and a Masters in Social Science (Philanthropy and Social Investment) from Swinburne University of Technology.

Ms Andrews grew up in country South Australia where her father is a licensed surveyor.

 
 
The Secretariat

The Board is supported by a small Secretariat led by Ms Anita Davids, Executive Officer. 

Ms Davids is assisted by Ms Anita Rudelj, Administration Officer (Monday to Friday) and Ms Candice Shao, Finance Officer (Tuesday, Wednesday and Friday).

The Secretariat's executive and administrative services are currently provided through the Office of Surveyor-General Victoria, a business unit of Land Victoria, within the Department of Environment, Land, Water and Planning.
